It's normal. It's not the battery's health either. It's the estimated maximum capacity, which is why it's called "Maximum Capacity", not "Battery Health" (it's simply in the Battery Health section, but it's not a measure of its "health"). It's an estimate of the battery's maximum capacity compared to when the battery was new.
